About us

Helping Western Australians into a home of their own has been central to Keystart’s work since 1989. Discover how we’re creating more pathways to home ownership and supporting the supply of affordable homes across the state.

Keystart's purpose is to make the dream of an affordable home a reality for more people.

Keystart is an initiative of the WA Government – we’re not a bank, and we’re not profit-driven. We work hand-in-hand across the Western Australian Government, industry and the community to reduce barriers to home ownership and help ensure every Western Australian has a place to call home.

We provide a more affordable start to home ownership through home loans with a low deposit requirement and no lender’s mortgage insurance. We offer a range of home loan products from our Low Deposit Home Loan to shared equity loans, with customers buying new builds or established homes, throughout Western Australia. Unlike other lenders, Keystart is a transitional lender, which means we actively encourage customers to refinance when they have built up sufficient equity and are ready to do so.

We also offer commercial property finance for housing development to enable affordable housing supply across Western Australia, collaborating with Government and industry to develop innovative solutions.

 

Acknowledgement of Country

Keystart acknowledges the Traditional Custodians throughout Western Australia and their continuing connection to land, water and culture. We pay our respects to all members of Aboriginal communities and cultures throughout the state, and to Elders past, present and emerging. We continue to learn from the enduring connection Aboriginal people have to Country, and the way a home sustains community, identity and culture.

Our journey to reconciliation

Keystart is proud of our ongoing commitment to building relationships, creating opportunities and fostering an organisation that genuinely respects and celebrates the cultures, histories and contributions of Aboriginal and Torres Strait Islander peoples. 

In 2024, having completed our Reflect Reconciliation Action Plan (RAP), we launched our Innovate RAP, signalling our commitment to move beyond awareness and into action.

Our RAP Committee meets regularly to support this work, keep our commitments on track and encourage involvement across Keystart. During 2026-27, we will begin developing our next Reconciliation Action Plan. We look forward to continuing this important  work with our people, customers, partners and community.

Engaging with the community

We’re proud to support and work with local communities across the State through our partnerships with Football West, Relationships Australia WA, Financial Wellbeing Collective, and numerous WA charities including Worthy Australia and Shelter WA. By working with local organisations, Keystart is giving back to the communities in which we live and work.

Our industry connections are strengthened through our corporate partners including Housing Industry Association, Master Builder Association, Real Estate Institute of WA, Property Council of Australia, Urban Development Institute of Australia, and Mortgage and Finance Association of Australia.

 

Diversity, equity and inclusion at Keystart

Keystart is committed to creating an environment where every person feels valued, respected, and able to participate fully. We believe inclusion is fundamental to who we are as an organisation,  and to how we serve the Western Australian community. We recognise that people experience the world in different ways, and we are committed to reducing barriers that may limit equitable access, participation, and opportunity.

In 2025-26 we developed our inaugural Disability Access and Inclusion Plan (DAIP), following wideranging consultation with our employees, subject matter experts and our customers.

Our DAIP reflects the real experiences and needs of the people it is designed to serve. It sets clear goals and actions to ensure that people with disability can fully participate in our services and engage with our organisation on an equal basis with others. 

This DAIP is released as an inaugural five-year plan to support meaningful achievement of outcomes. We are committed to keep listening, learning and working together to ensure our DAIP reflects lived experience and supports genuine access, inclusion and opportunity for all.
